CDS SA has been engaged by Mott MacDonald, Inc. since 2020 as part of their team providing Technical Advisory Services to the Millennium Challenge Corporation for three infrastructure investment programs: Malawi Compact II, Mozambique Compact II and Zambia Compact II.
The Malawi Compact II includes the upgrading of four unpaved inter-district roads to paved standard and improvements to district roads in the paved road corridors. CDS is provided support for the identification and prioritization of roads and the procurement of design and supervision consultants. CDS is carrying of due diligence of road designs providing advice on policy and capacity development for sustainable Road Asset Management at national and district level. This includes advice on institutional restructuring and capacity development for the decentralisation of road maintenance and engineering design standards for rural road upgrading and maintenance.
The Mozambique Compact II includes the construction of new 1.8 km long high level reinforced concrete bridge across the Licungo River in Zambezia Province including a 16 km bypass road of the city of Mocuba. Compact fund will also be used for the rehabilitation, upgrading and periodic maintenance of existing rural roads and technical assistance for policy and institutional reform at the national and provincial level in Zambezia. CDS has assisted with the identification and prioritization of the activities and the preparation of Terms of Reference for a Program Management Consultant and Employer’s Engineer for the bridge and bypass project.
The Zambia Compact II is at an early stage of development but is expected to include investments in rural roads in support of small holder agricultural development.
