CDS was contracted by the European Union Delegation in Mozambique from 2011 to 2022 to assist with the implementation of the Milange – Mocuba Road upgrading project in Zambézia Province. This road was upgraded from gravel standard to a two lane paved road (200km). CDS inputs included an assessment of flood damage in the project area due to extreme rainfall in southern Malawi in January 2015 and advice on the response of the European Union and the Roads Authority (ANE). We conducted an independent review of the tender evaluation report for three emergency bridge repairs, a contract addendum for the supervision of the emergency works, and preliminary bridge designs proposed by the contractors. We conducted an audit of social aspects of the contracts and we audited materials testing procedures being carried out in the two site laboratories. In 2018-19 we conducted analysis of contractor’s claims throughout the project implementation period, as well as an assessment of liabilities of one of the contractors following termination due to poor performance. At the end of the project we carried out a technical audit of the final statement of account.
