CDS was appointed under the Research for Community Access Partnership (ReCAP) to manage a project to finalise the design manual for low volume roads . The manual was first published in draft form in 2011. The project included updating of the existing manuals to incorporate the latest innovations in low volume road design from the region as well as comments received from users of the manual in Ethiopia. CDS coordinated a team of international and local experts tasked with the updating process as well as a consultation process on all changes to the manual with the Ethiopia Roads Authority (ERA). Print-ready versions of the new manual were prepared ready for publishing by ERA. The project was completed in 2017.
