CDS was contracted by MASDAR of UK in 2011 to assist with the provision of technical support to the Ministry of Labour and Social Serivces in the Government of Zimbabwe for the development of a policy framework and operational guidelines for productive community works in Zimbabwe. Under the PCW programme labour intensive public works projects are implemented in vulnerable communities to create employment as part of a wider social protection framework.
The CDS input included project management, leading the stakeholder consultation process, and drafting the policy framework and operational guidelines. CDS was also engaged in the Process Monitoring of pilot projects established through a World Bank trust fund in Chivi and Shurugwi Districts to test the PCW processes in preparation for a wider national rollout of the programme.
